This is the earliest case of 'sleevage' I could find (bare in mind, I didn't check every ep).

As he chooses a belt for his father to abuse him with, we see the first instance of Logan having his sleeves low over his hands.

Here, the sleeves are bringing the subtext, foreshadowing the trouble that is about to befall our young hero.

Discussing his mother's case with Veronica. You'll note that the shirt he is wearing is the same one from the first picture in 1.06. It seems this shirt is particularly conducive to emo-ness.
That's all that I could find for season 1. In the second half of season 1, Logan wears more jackets and thus there is less sleevage.
But in season 2...

Logan's done some terrible things but will only be telling Veronica about one of them.
And when going to Veronica for help, he likes to be all sleevey.
So that is all we have of Logan's 'long sleeves of emotional vulnerability' - so far. (But if I've missed stuff out, let me know and I'll add it in)
Is it a trait written in by Rob or added by Jason? Is Logan trying to physically shield himself when he is most emotionally vulnerable? Or is it because his sleeves are too long?

Here he is sad because Hannah has just been taken away (but not that sad because he and Veronica are all OMG!Sway in the next episode). Obviously, he is shirtless but needing the strength of his sleeves, he draws comforst from them in this time of kind of angst.
I had to look at shirtless Hannah to get this cap - gag.

But look at how close they are. As someone on the L/V board over at TWoP said, you never see Duncan and Veronica hugging that close. Not when the bus goes over the cliff, not when she goes to him thinking the bus crash was meant for her. But then, we all know that Logan is the superior boyfriend.

LOGAN CAN COOK!!! HE IS THE BESTEST BOYFRIEND EVER!!!
And he does it with the most emoest sleeves so far. You can't actually see his left hand.

And now I'm emo.

Logan's happy. No long emo!sleeves for him.
Also: it's June. That could be it too.
No. It's because he's happy and in looooove with Veronica.
